Storage and bandwidth are the two ongoing costs of a surveillance system. As projects grow and retention periods are extended, adding disks is the most direct answer and also the most expensive. In practice there is still room to optimise at the encoding layer before touching hardware.

The first lever is scenario-based bitrate policy. Applying one set of parameters to every camera wastes capacity by design: entrances and perimeters with heavy traffic need higher bitrates, while fixed views used mainly to check status can be reduced. Split by zone, overall bitrate often falls around 20% with no visible change.

The second is smart encoding that allocates bitrate by region of interest. What actually needs to be legible is often a single lane or corridor in the middle of the frame, while the background can use less bitrate and heavier temporal prediction. On top of H.265 this typically saves another 10–20%.

The third is tiered storage and lifecycle management: keep high-bitrate event recordings and routine footage on separate tiers, roll over data past its retention period automatically, and set a sensible GOP and I-frame interval. That way limited capacity is spent on the clips actually worth keeping, without sacrificing the evidence that matters.
